THE COMMUNITY DEVELOPMENT BLOCK GRANT
The Community Development Block Grant (CDBG) program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income persons. The program is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended; 42 U.S.C.-5301 et seq.
The Department of Housing and Urban Development (HUD) awards grants to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.
Entitlement communities develop their own programs and funding priorities. However, grantees must give maximum feasible priority to activities which benefit low- and moderate-income persons. A grantee may also carry out activities which aid in the prevention or elimination of slums or blight.
Additionally, grantees may fund activities when the grantee certifies that the activities meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available to meet such needs. CDBG funds may not be used for activities which do not meet these broad national objectives.
Acquisition of real property
Relocation and demolition
Rehabilitation of residential and non-residential structures
Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
Public services, within certain limits
Activities relating to energy conservation and renewable energy resources
Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities
CDBG funds may be used for activities which include, but are not limited to:
Acquisition, construction, or reconstruction of buildings for the general conduct of government
Political activities
Certain income payments
Construction of new housing by units of general local government.

Important Information for Grantees, Subrecipients, & Contractors
All grantees, subrecipients and contractors awarded contracts funded with Federal dollars or receiving federal funds must register with SAM.gov, the federal debarment clearinghouse System for Award Management and must provide proof of active status on SAM.gov in order to comply with Federal regulations. Registration is free, though it can take some time to become active. Registration is required to contract with the City of Lynn for activities funded with CDBG and/or other Federal dollars (e.g. Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME) . SAM.gov registration is free for all users.
Grantees, subrecipients, and contractors must also follow all other program requirements. Activities may be subject to different requirements, including environmental reviews, Davis Bacon wage requirements, Section 3, and 2 CFR 200. CDBG & ESG Grant Process
Community Development Block Grant (CDBG) & Emergency Solutions Grant (ESG) funding require a detailed application that includes a description of the project, leveraged funds, population served, & supporting documentation to demonstrate that the organization has the capacity to fulfill all regulatory requirements & complete the project on time and on budget.

The Annual Action Plan provides a summary of the actions, activities, and specific federal (and non-federal) resources that will be used each year to address the priority needs and specific goals identified in the Consolidated Plan.
Consolidated Plan FY26-FY30 (Federal FY25-FY29)
The Consolidated Plan provides an analysis of the City’s needs related to housing, community, and economic development. It provides a strategic framework for addressing those needs and priorities over a five year period.

Accomplishments and progress toward Consolidated Plan goals are reported in the Consolidated Annual Performance and Evaluation Report (CAPER).

HOME-ARP Allocation Plan
HOME-ARP funding addresses the need for homelessness assistance and supportive services targeted to qualifying populations. HOME-ARP funds must be used primarily to benefit the qualifying populations through four eligible activities: tenant-based rental assistance (TBRA); development and support of affordable housing; provision of supportive services; and acquisition and development of non-congregate shelter units.
